UK launches woodland carbon code

The Woodland Carbon Code is designed to address some of the criticisms levelled at carbon offsetting projects.

Organisation such as the Royal Society for the Protection of Birds (RSPB) argue that woodlands are about more than just being carbon sinks.

MPs have said it was hard to verify claims of carbon uptake due to a lack of meaningful regulations.

The Forestry Commission says the new code is designed to provide a "consistent national approach, as well as clarity and transparency to potential investors about just what their money should buy them".

In order to comply with the code, the commission added that woodland projects had to be managed to national standards, use established methods for estimating the amount of carbon captured by the trees, and be independently verified.

In order to be considered by the code's administrators, project managers will have to register each offsetting scheme, stating its exact location and long-term objectives.

Once approved, the commission added, the project would then be listed in a national online register.

The announcement coincided with the publication of government guidance for organisations on "reporting greenhouse gas removals and emissions from domestic woodland creation".

Responding to the publication of the code, Dr Nick Atkinson from the Woodland Trust said the guidelines would help re-energise the woodland sector of the voluntary carbon market.

"Businesses looking to voluntarily support tree planting can have confidence in the claims made around carbon removal whilst at the same time demonstrating their environmental commitment to their customers."

However, the RSPB was a little more cautious in its welcome. Conservation director Martin Harper warned that planting trees in the UK to offset carbon emissions would not solve climate problems, and must not put wildlife at risk.

"The important thing to remember is that woodlands are not just carbon sponges - they are also vital in supporting a range of threatened wildlife," he said.

"They must also be planted in the right places - much of our wildlife-rich natural landscapes such as lowland heathland have been destroyed by irresponsible, poorly planned tree-planting."

He added: "Unfortunately, this code does not go far enough when it comes to promoting the restoration of some important wildlife habitats like peat bogs.

"UK forestry has a vital role in addressing climate change, not by planting new woodlands, but by restoring peat bogs that were inappropriately drained and planted with forestry.

"These important carbon stores can and should be restored, both to help tackle climate change and to provide important sites for wildlife."

Commenting on the launch of the code, Forestry Commission chairwoman Pam Warhurst said that tree-planting projects were beneficial for organisations for a range of reasons.

"They can reduce their carbon footprint at low cost, improve the environment and enhance their environmental reputation," she said.

Quick fix?

However, offsetting schemes that involved tree planting had been criticised for being an easy option, allowing companies to reduce their carbon footprint without changing their day-to-day operations.

In a 2007 report on voluntary carbon markets, MPs on the Environmental Audit Committee concluded that some schemes were "less than robust" and threatened to undermine any potential environmental gains.

Later that year, the Forestry Commission commissioned Professor Sir David Read to review the role that UK forests could play in mitigating human-induced climate change.

In 2009, the University of Sheffield professor of plant science published his findings, and concluded that woodland creation offered a "highly cost-effective and achievable abatement of GHG emissions when compared with potential abatement options across other sectors".

Ms Warhurst said that progress had been made since then, culminating in the launch of the code.

"We now have the means to capitalise on some very significant funding opportunities and attract very new woods and forests for everyone's benefits," she suggested.

The UK's woodlands, which cover about 12% of the nation's land area, are estimated to absorb about 2% of its annual greenhouse gas emissions.

Globalstar launches latest batch

13 July 2011 Last updated at 13:16 GMT By Jonathan Amos Science correspondent, BBC News Artist's impression of 2nd-gen satellite (Thales Alenia Space) More satellites should follow before the year's end Globalstar, one of the big players in mobile satellite voice and data services, has launched another batch of spacecraft to update its constellation.

A Soyuz rocket carrying the six satellites lifted off from the Baikonur cosmodrome at 0227 GMT.

Six other spacecraft were previously launched back in October.

Globalstar is the first of the major sat-phone companies to start upgrading their systems. Twelve more spacecraft should launch before the year's end.

The upgrade is a pressing concern for the company because its existing constellation is failing.

Rolled out in the late 1990s, many of these original satellites have suffered suspected radiation damage to their S-band transmitter equipment, which has limited their ability to handle two-way communications.

To compensate, the company has grown markets that rely on one-way messaging for security and safety. Its Spot services, for example, run off small devices that can be carried by a child, a backpacker or a boat, and which relay simple information back to a receiver about location and movement.

Globalstar says its $1bn replacement programme will not only restore the network to full capability but significantly enhance the services like Spot that it is able to offer in the future.

However, North American customers have yet to see the benefit of the new satellites. The US Federal Communications Commission will not permit Globalstar to communicate with the next generation spacecraft within its jurisdiction until system has been registered with the United Nations. Globalstar hopes this will happen soon.

London launches electric car scheme

A scheme that will allow electric car users to charge their vehicles across London has been launched.

Members of Source London who have paid the ?100 annual fee are now able to use any of the points.

Earlier this year, mayor Boris Johnson announced plans to install 1,300 charging points by 2013, scaling back from the 7,500 he promised a year earlier.

But the Green Party said the mayor's electric car ambitions had "gone flat".

Source London is a network of charging points across London which can be accessed by plug-in electric car users who have registered.

'Air quality benefits'

Green Party London Assembly member Darren Johnson said: "The mayor never explained how he would fund the ambitious plans for 25,000 charging points which he launched with a big fanfare in 2009.

"He has also failed to guarantee that the charging points will run on renewable energy, so the environmental gains are far less than they should be."

Kulveer Ranger, from the mayor's office, said: "The mayor has been leading the national charge on electric vehicles having championed them in London for the past three years since his election.

"There are obvious and immediate air quality benefits to the increased use of electric vehicles, helping us to deliver an improved quality of life for Londoners."

There are currently 2,100 plug-in electric cars registered as exempt from the congestion charge, according to the mayor's office.

Endeavour launches one last time

The US space shuttle Endeavour has launched on its final mission.

Its thunderous rise into a bright morning sky over the Kennedy Space Center in Florida was watched by hundreds of thousands of spectators.

Among them was Endeavour commander Mark Kelly's wife, Gabrielle Giffords, the Arizona politician shot in the head by a gunman in January.

Doctors were satisfied enough with her recovery to allow her to travel to Kennedy to see her husband's departure.

"This mission represents the power of teamwork, commitment and exploration," the commander said in a radio call to launch controllers moments before lift-off. "It is in the DNA of our great country to reach for the stars and explore. We must not stop."

Endeavour cleared the pad just after 0856 local time (1256 GMT; 1356 BST).

It is now on a path to rendezvous with the International Space Station (ISS) on Wednesday.

The ship will deliver a $2bn particle physics experiment, known as the Alpha Magnetic Spectrometer (AMS), and a tray of critical spare parts.

On Endeavour's return, the only active ship left in the US space agency's (Nasa) shuttle fleet will be Atlantis.

It should undertake its final mission sometime in in July.

"Today's final launch of Endeavour is a testament to American ingenuity and leadership in human spaceflight," Nasa Administrator Charles Bolden said in a statement.

"As we look toward a bright future with the International Space Station as our anchor and new destinations in deep space on the horizon, we salute the astronauts and ground crews who have ensured the orbiter's successful missions.

"The presence of Congresswoman Gabrielle Giffords at the launch inspired us all, just as America's space programme has done for the past 50 years."

On completion of the 30-year shuttle programme, America will use Russian Soyuz capsules to fly its astronauts to the ISS.

A number of US national commercial carriers are expected to enter into service around the middle of the decade.

Nasa will then buy seats in these astronaut "taxis". The arrangement will represent a major change in the way the agency does business. No longer will it own the vehicles it uses to go to low-Earth orbit.

This servicing plan should free up resources for Nasa to build an astronaut Space Launch System capable of travelling beyond the station, to the Moon, asteroids and to Mars.

Endeavour was built to replace the Challenger ship which was lost, along with her crew of seven, in a catastrophic accident in 1986.

This final flight is the vessel's 25th overall, having already clocked a cumulative distance in space of 166 million km - an expanse just greater than that which divides the Earth and the Sun.

Nasa is hoping the payload inside Endeavour for its final mission will deliver equally astonishing science.

The Alpha Magnetic Spectrometer (AMS) has taken 17 years to prepare for launch. It has been constructed by an international collaboration of researchers across 16 nations.

The machine will be fixed to the top of the ISS where it will undertake a comprehensive survey of cosmic rays.

These are the high-energy particles that are accelerated in Earth's direction from all corners of the cosmos.

Scientists hope that in characterising these particles they can address similar sorts of questions to those pursued in particle accelerators in Earth laboratories - how did the Universe come into being and how is it constructed?

But AMS principal investigator Professor Sam Ting told BBC News his space experiment would explore domains beyond the reach of ground technology.

"The highest energy particles are from the cosmos," he said. "No matter how large the accelerator you build on Earth, you cannot compete with cosmic rays." These particles are absorbed by the atmosphere and the only way to study them properly is to get into orbit, he added.

The AMS machine will:

look for clues to the nature of "dark matter", the material that shapes galaxies and makes up most of the mass of the Universehunt for evidence of the existence of antimatter, the mirror of the material from which stars and planets are madetry to catch strangelets, or strange matter, which is built from a slightly different mix of sub-atomic particles to that of normal mattercharacterise the space radiation environment so that the dangers for astronauts and satellites of being in space are fully comprehendedKelly's crewmates on Endeavour's final mission are pilot Greg Johnson and mission specialists Mike Fincke, Drew Feustel, Greg Chamitoff and Roberto Vittori of the European Space Agency.

This is the first shuttle flight for Fincke and Vittori, although they are both very experienced astronauts having flown a number of Soyuz missions to the ISS. Indeed, on his return, Finke's cumulative time spent in orbit will be 381 days - a record for an American.

Vittori becomes the last international astronaut to fly aboard a shuttle.
